HOW utterly, utterly stupid have the staff and councillors at Wirral Borough Council proved to be yet again?

This time it's Birkenhead Town Hall, opened in 1887, so now 137 years old.

It was reported on Thursday that an unnamed resident living near the Town Hall has complained to our wonderful council about the loud chiming of the hall's clock tower.

So without reference to anyone the council has had the timing of the chimes changed.

If the chimes were so loud how did the unnamed resident not hear them when he moved to live near the Town Hall?
