A spokesperson for Merseyside Fire and Rescue Service said: "Crews were alerted at 7.12pm and on scene at 7.21pm. Crews arrived to find an area of flashing 50 metres by one metre in size on the roof insecure and potentially unsafe, so they cordoned off the area and advised members of the public to use the rear exit of the building.
"Crews were able to access the roof via an internal staircase and temporarily secure the loose flashing to prevent further damage. Merseyside Police closed the road and cordons remained in place while crews secured the flashing more firmly.
"The incident was handed over to the building manager with the advice to leave safely from the rear of the building still in place. Merseyside Police remained to manage the road closure and ensure members of the public were able to safely reach their vehicles on leaving. Crews left the scene at 8.53pm."
