PLANS to convert a house into a children's home in New Brighton have been submitted for consideration by councillors. 

If Above and Beyond Residential Care Limited's plans are approved, the property on Ball Avenue would become a home for three children with non-resident carers.

The company, according to planning documents submitted to the council, is run by "experts within the field of social work and social care" with "comprehensive knowledge and experience of delivering support to children and young people known to children's social care".

The planned home will be used to house suitable children from Wirral and Merseyside instead of transporting them hundreds of miles away from families, relatives and friends.

The ground floor will provide living accommodation and the staff office, with the first floor providing two bedrooms for the resident children and staff sleeping accommodation all with en-suite facilities and third child bedroom being located on the second floor.

The planning statement read: "At present there are insufficient children’s homes to meet local demand. Ball Avenue will provide a safe and secure home for these vulnerable children and the proposed change of use will allow children from the age of eight to be homed at the property.

"The aim is to provide the young people in care with a quiet, friendly, and supportive environment for them to live and develop in.

"The proposed use would support the council’s existing work by providing safe, supportive, and quality residential care for up to four young people in Wirral and would not operate in a manner that would be materially different to a typical dwellinghouse of this size for a family.

"The property itself is an end of terrace and the use as a small children’s home will not adversely impact neighbouring properties amenities as a result of overlooking, overshadowing or impacting outlook.

"The property will be used to home three local children in care providing safe, high quality residential accommodation for them. Staff would be on site managing the property and caring for the children at all times.

"The proposal will provide a much need facility to allow the youngsters to develop in a caring and supportive environment. The property will offer a high standard of both internal and external residential amenity space for the residents.

"The applicants operate a high-quality level of care and wish to have a good and inclusive relationship with their neighbours and the local community.

"They are fully regulated by Ofsted and the local authority as a children’s residential care home provider."
